enable easier contribution #7

I've just started commenting on some paragraphs. But since the text is based in one file (index.html), I kept running into merge conflicts.

To make it downloadable and run in local browser, I can only put them into one file.

Thanks. Not today though. I'm supposed to help write a DMP; hence the deeper look / tests.

@Brilator I will further add a new web based tool to make template creation easier.
