Move versions out to .env file and expose in docker-compose.yml #5675

Maybe VargranProvisionVars.sh can read from this too somehow in order to consolidate lib version hardcoding.

Did attempt to update glpk to 4.65 and ~downgrade pg to 13~ to match hoot-rpms config.yml, but ran into install/build issues.
