Visualisation Amendments for ptd_create_plotly #206

A number of extra functionalities that would be fantastic in the plotly chart allowing for increased visual appeal

  1. Improved Icons positioning, I have managed to move icons to the right and side of the plot so they don't overlap with any points in the chart.

  1. Tooltips over the icons, showing the Icons Description and Target pass/not passed:
