Yelo scripting blocks add *all* script defintions #18

What steps will reproduce the problem?
1. Create a new project_yellow or project_yellow_globals tag
2. View the the scripting block entries
3. Block will have all scripting definitions, even if it's for the 'user 
scripting definitions' only or vice versa

What is the expected output? What do you see instead?
Yelo scripting has internal definitions, user scripting has end-user (ie, 
non-OS developer) definitions. Both contain ALL definitions.

Also, some function definitions in project_yellow_scripting.xml don't have 
their internal attributes set (when this is fixed, a new CheApe.map will need 
to be built).
