Installer fails to install any new files #94

What did the Exception Report say (if this was on Windows)? Include Fault
Executable Name and Offset.

What steps will reproduce the problem? If this happened in a command line
program, GIVE US THE COMMAND LINE ARGUMENTS YOU USED!
1. Start the installer
2. Set it to install the OS_IDE etc
3. Wait till it says successful.

No amount of uninstall/reinstall seems to work, doesn't even create a new 
folder when I say for it to put the .exe's in separate folder.

How many times have you been able to reproduce the issue?

What is the expected output? What do you see instead?
OS_Tool, OS_Sapien etc instead: Only the shortcuts, no .exe's

What version of the product are you using? On what operating system?
v. 3.1 Win 7

Please provide any additional information below. E.g. PC specs

I discovered the issue was that the installer didn't automatically create the 
OS executables, but it DID create the OS IDE (CheApe) in a separate folder than 
I'm used to. 

Workaround: (not a fix) Installer didn't work, but running os ide manually did.

If you only install OS_IDE on a fresh install you wont get OS_Tool/Sapien/Etc. 
Those are only created as part of the OS HEK feature. The shortcuts get created 
anyway though since I couldn't fine a way to stop that.
