Add sibyl to Oracle Database section #141

This PR adds sibyl as a database interface for Oracle DBs. It supports nonblocking (async) API out of the box.

It doesn't show up in searches at crates.io, nor when I enter the supposed https://crates.io/crates/sybil URL for it directly. Wonder what's up with that...

This works for me https://crates.io/crates/sibyl it's a misspelling

Huh, sorry about that. At 7k recent downloads compared to 26k for the oracle crate, might be reasonable?
