Bump Dependency Bounds

Bump upper bounds to latest dependency version, adding (eventual) support for GHC 9.8 - currently blocked by these-skinny.

Tested with local these-skinny via cabal.project since it's master branch builds on GHC 9.8, with the following command:

@nikita-volkov By the way, I'm willing to be a "maintainer who bumps bounds only" for this package, if you like. [In fact probably more like "who makes trivial changes to make it work with future GHCs"]
