I think this is correct behaviour. At that point we have no way of knowing that our game servers are offline without making a rather expensive connection attempt/session at the server.
You probably also get this when in Airplane Mode. We could add a special 'Could not connect to server, retrying' or 'You have no interwebs' thing to the reconnect flow in general, but I'm closing this specific case as a wontfix issue.
When the server is offline, the Facebook linking question is still asked. But it keeps looping (e.g pressing yes or no goes to connecting... and the question pops up again).
