The submitted spec does this, but it is quite complicated. Is it really something we want to include, or is it out of scope?

Advantage: you can represent the entire CPLD document in a single format, JSON-LD; have distributed production of annotations.

Disadvantage: it's complicated, and not clear whether it will be implemented by anyone.

Decision was to remove this from the spec due to complexity.
