Don't make xfconf.enable default true #4587

Description

Sure it's easy enough to disable it, I just thought I'd ask if there was a particular reason it needed to be on by default?

I ask because my build just broke because xfconf support was added to danth/stylix despite not having xfce or any xfce related applications installed.

Memorandum on closing issues
