[ ] Make sure in expand we don't ever spawn a duplicate SystemFaction
- "Best off just maintaining an index and using hooks I think"
- "you could have a resource holding a HashSet i guess + hooks"

Love this change, i like how it simplifies the relationship between systems/factions and creates a single source of truth so we don't have to make sure that a system's faction list corresponds to each faction's system list.
