Problematic license of dependency lbfgsb3c #443

I am not a lawyer, but there might be an incompatibility with the license of nlmixr2est and one of its dependencies lbfgsb3c. This package has GPL3+ and lbfgsb3c has GPL2 which are incompatible licenses. Perhaps the license of the dependency could be changed to GPL2+ to resolve this?

Not sure. There are many of those inconsistencies in R/CRAN.

Let me transfer to lbfgsb3c to see if John is OK with this
