The Flagged Vehicle Performance Event is defined in the Data Structures section of the API blueprint https://github.com/nmfta-repo/nmfta-opentelematics-api/blob/6afc4f42282ed0488bb8ef2009fe754e114cc02f/apiary.apib#L768 but not in the object model appendix rendered Apiary. I'd suggested listing it in both places for clarity.
