Investigate using a newer version of PortAudio #212

Port audio is used to interface with the soundcard. I am not sure if FlexRadio 
is bothering updating portaudio dll levels anymore since they don't care about 
the SDR-1000.  

We might be able to pick up some stability and performance by merging up the 
porttalk dll?
