tools/tests: add test_short makefile target, use it by default in github actions

• prevents depleting github API rate limit which is only 1000 requests/hour with GH actions's built-in GITHUB_TOKEN - ref. https://github.com/nodiscc/hecat/issues/97
• shortens tests by not running the url_check module, which is rarely changed
