This needs a test.

You now need to distinguish between adding and modifying users, because Members can add, while Philanthropists can only modify. Also, the UI needs changes, as Philanthropists needs to be presented with the relevant options.

I have looked in my local client, and I apparently already did most of the relevant changes but was apparently waiting for it the whole process more agreed upon (which I assume it is now?)

Aanyway, since I am currently at an event having to kill some time, I added that. Can you test if the installed earl is working as such (can't test manually there; am away a couple of megameter)
