Yes, it would be great, but such a feat is well beyond the scope of this particular project, particularly because the glyph set is full, and this would require thousands of additional glyphs.
Just out of curiosity, does your image show the current or desired behavior, because that wasn't made clear.
It is the current behavior. The above is an example of a Hangul font for vertical writing. This is '서울남산체 vert' distributed by the Korean government. You can download at here: https://www.seoul.go.kr/seoul/font.do
There are some Hangul fonts for vertical writing. Unfortunately, it seems that none of them support old Korean.
The Hangul font is not adequate for vertical writing. For example, the vertical vowels are not aligned. I know that this is not an easy task, but it is worth doing. Almost every old Korean was written vertically, and many posters, signboards, subtitles, poetries, etc. are still written vertically. It would be great, if Noto will have vertical Hangul fonts in the future, just like Kana fonts.
