For OneNote, both Sans and Serif don't show in font lists.
For Vegas Pro 16.0 (when using generated title or text), they do show in the list but will not affect the letters or characters, e.g. the text is Calibri in default, and when any Noto CJK serif is selected, they keep in Calibri.
You still haven't indicated which specific fonts, by file name, you installed, along with the specific version of Windows 10. Those details make a huge difference.
I don’t see any problem within OneNote’s canvas (well it’s just RichEdit).

None of them working with OneNote CJK serifs not working with Vegas Pro
