Rebuild should allow to select empty piles #483

What steps will reproduce the problem?
1. Empty any victory card pile.
2. Play Rebuild.

What is the expected output? What do you see instead?
Rebuild should allow to select an empty pile to skip during search. Currently 
it only allows to select non-empty piles.

What version of the product are you using? On what operating system?
4.00 (trunk), Android 2.3.6, Samsung Galaxy S+.
