Added Python 'Observer' class for more natural usage #2

Moved C extension into cpredict module to allow for 'predict' python module
Added Observer class for generating observations and passes
Added PassGenerator class for creating python iterators of passes
Added some utility methods to passes generated by PassGenerator

per pep 8, spaces are preferred to hard-tabs. It looks like most of our code uses 4 spaces for the indent.
