Oddly occurs only under Linux (dpopsgse), not under cygwin.

The proper fix here requires

• Saving the data header in tm_rcvr and advancing ncc beyond header
• Keeping track of the total message size
• Setting toread equal to nbQrow
• Modifying process_data() in all tm_clients to recognize these changes

Currently, the entire message must be able to fit into the interface's buffer, which is an unnecessary limitation.

Current tm_client applications:

• lgr
• rdr
• tm_relay
• ext_tm_client
  • nc_tm_client (same process_data() as ext_tm_client)
  • algorithms (which are extractions, so ext_tm_client)
