There are several items that can be addressed here:
Rename le_time_t to tm_time_t
Eliminate LOWLIM, HIGHLIM and ts_check(), as they are not used
Lower SECSDRIFT to 20 (or make it configurable)
Do the TSCHK_RTIME test once a minute more or less

The immediate need for this is that the Raspberry Pi does not pick up the network time until after telemetry starts, resulting in a jump forward in time. I would like the telemetry time to adjust when this happens, since it should be early on when it is not critical.
