parent: force quit not very graceful #93

I am unable to see any status logs after a force quit request, even losing the "Received force quit command" message. That said, everything does get shutdown.

Currently everything gets shutdown, but then the basic startup fails due to NAME_WAIT on the parent's listening socket. parent needs to keep retrying (as most servers probably should?)
