Let's add a vagrant project to make an evaluation and a demonstration easy, specially for new members.

I added an experimental support for rhel/centos. It doesn't include masakari installation.

This vagrant file looks great!! This makes a new member easy to deploy and test it :)

IMO, these kind file shouldn't be under Masakari repository since this is one of tools for Masakari. For example, ntt-sic/masakari-deploy or ntt-sic/masakari-tool look better.
