Status Monitor Events Tab

Based over #53. Updated to be based over #56

Add an events tab for the network to observe noteworthy events that have occurred in the network.

Instead of just showing network nodes, I've added tabs to show network nodes, and now events. We can potentially add other tabs in the future if needed. Before I go too much into it (cleanup etc.), I was wondering what your first impressions are - is this something helpful? ^ @cygnusv , @vzotova , @vepkenez , @KPrasch ?

Updated:

• Rebased over #56
• Added total number of events and tooltip (number is lower because of a lesser retention policy for the influxdb - something to think about, see https://github.com/derekpierre/nucypher-monitor/blob/event-tab/monitor/dashboard.py#L132; should we increase the retention? do we care about events earlier than 5 weeks ago?
