Hi tester! In fact, they can indeed use this to manage availability: look at the onduty command, that returns the staff who are available! In addition, the head nurse can change schedules and availabilities easily, which allows them to manage the availabilities.
Apart from the user story being fulfilled, it is actually noted on the course website that we do not have to fulfill every user story for v1.4 of the application:
