The user guide states that the assign command fails if no specific vendor or event is being viewed. The product works as intended as seen in the first screenshot. However, if the assign command is entered with no index after it in the list view, the error message states that the command format is invalid instead of stating that the command should only be entered when viewing a vendor or event.
It is an invalid command as the assign command should have an INDEX attached to it. So that will take precedence over the fact that you are not viewing a specific event/vendor.
