In some cases, 00-00 could be a valid placeholder or identifier for special purposes. Further examples may include when a buyer is unsure which exact unit he wants to buy from that area and also when the building's 1st floor is labeled as 'G' for ground floor.
Enforcing arbitrary restrictions on unit numbers (e.g., disallowing 00-00) could exclude valid use cases that may not be immediately apparent. For example, certain organizations or properties might have unconventional naming conventions that include 00-00 as a valid unit designation. Flexibility ensures inclusivity for edge cases that may not align with standard expectations.
