Now that we have a test workflow for new plugin additions, we should consider adding a workflow that

• gets the luarocks manifest
• gets the plugins from robert
• filters plugins by a minimum star count (?)
• filters plugins that are in the luarocks manifest
• adds the filtered plugins to nurr
