Correct wrong altlabel for 4-monochlorobiphenyl #4

The alternative label for 4-monochlorobiphenyl is wrongly set to "PCB 4" and should be "PCB 3". Update has been made in database. The correction will become live after 0730 UTC tomorrow AM.
