Broken Links in "how to contribute" #4

The two links in https://github.com/nyph-infosec/daggerboard#how-to-contribute are broken.

I would fix but I'm not sure where to point them. In once sense it reads like they should point to https://github.com/nyph-infosec/daggerboard/issues and https://github.com/nyph-infosec/daggerboard/pulls put that is not describing the actual process of how to contribute. Ideally there should be CONTIBUTING.md file that the readme points to. Besides the process of contributing (ie how to file an issue, how to submit a pull request), either the CONTRIBUTING.md should explain the governance (who are the repo maintainers, what is the process by which they decide what to approve/reject) or refer to a separate GOVERNANCE.md file.
