Update README to encourage contributions to SIG #69

Updating the README based on the following TSC request:

REQUEST: Please, at your earliest convenience, update your SIG’s top-level README.md file to include the following information:

SIG description (high level goals/responsibilities)
Participation links (calendar, Discord, email list)
Participation information (general meeting schedule, processes specific to the SIG)
Any other information you think should have particular visibility

Let me know what else should be added.

Was looking for an example of changes and saw that SIG-simulation has a great README so will make a few more updates based on their changes.
