@lauracumming Some teachers might have also just created a game but never clicked on "Play". I imagine that cause the same result here. Unless these rows are only created when a game is being loaded.

Does it fail to load for all the users in the class or just some?

It could also happen if a user presses the Play button but then backs out before the game has loaded.
