Update to tar 2.0 and refactor Tar_transfer #95

define the tar level at the toplevel of the module so that the code look more like the original from the library;
share common code for sending directories.

The example spec most likely uses an opam-repository that's too old and doesn't ship tar.2.0.0, so it'd need to be updated either here or in the lwt.5.5.0 PR, or both.

Rebased after the lwt.5.5.0 PR merge, CI passes fine.
