Description

Note: This re-opens this PR, but with a fix for utf-8 characters in the safari prod build

This PR implements the following features:

[x] Upgrade @sveltejs/kit to 1.0.1
[x] Upgrade @sveltejs/adapter-static to 1.0.0
[x] Upgrade vite to 4.0.0
[x] Update path alias configs in tsconfig
[x] Update tailwind safelist config
[x] Add trailingSlashAlways config (works better with IPFS HTTP Gateway if more pages are added)

The app should continue to work in local development, built, and published to hosting providers.
