Can confirm this fix also works on Linux Mint 21.3 (virginia) , it builds the source successfully.
Can confirm this works on debian 12/bookworm:

Failed to find OpenSSL development headers.
You can try fixing this setting the
OPENSSL_DIR
environment variable pointing to your OpenSSL installation or installing OpenSSL headers package specific to your distribution:I could easily fix it with adding 'openssl = { version = "0.10", features = ["vendored"] }' in Cargo.toml in [dependencies] target.
