Someone looking for resources for their family members will mostly select resource first and then choose the state (or in the reverse order)

Arrange the homepage so that users click on the resource first and then on states. Move twitter search at the bottom (I don't think analytics tells us that more people are benefitting from using Twitter)
Once a resource is clicked, states should become more prominent. Increased font, more contrast. Right now a hover is needed to even see the state's name clearly in dark mode.

Card based / metro UX can also work here.
