Allow routed and NATted TAPI network configurations #21

This patch series fixes several issues with the current iptables integration in TE and implements a mechanism to allow tests to set up network configurations where nodes are in different subnets, some of which can be behind NAT.

Testing done: tested by adding new configurations to vswitch-ts
