[Bug]: Up to half of times right mouse click triggers drag scroll instead of context menu

Steps to reproduce

1. Right click of mouse. I'm not holding or something, just regular click.

Expected Behavior

Context menu is opened.

Actual Behavior

3-5 times out of 10 instead of context menu cursor changes shape to "hand", same shame when you click and hold to scroll.

I have disabled the ability to drag and drop with right click 1a8e145a997c67494e1a6c70c5f73acee7720000, this will solve this issue.
