There's still a sentence on https://ngff--190.org.readthedocs.build/specifications/index.html that the top-level URL will redirect to latest/.

@joshmoore Fixed that sentence and made a bunch of other updates / fixes. Don't know if there's better links or statement for Zarr v3 status?
