Bump logback-classic to 1.3.x #137

Companion to https://github.com/ome/bioformats/pull/3956, https://github.com/ome/ome-common-java/pull/73 and https://github.com/ome/bio-formats-examples/pull/105

Originally opening as draft, these PRs will need be included together in the CI for evaluation

@jburel okay to reinclude the set of draft PRs linked above in the next nightly CI builds now that merge-ci is green?

I am preparing a changelog so we can do a release of openmicroscopy. After that I think we should re-include them. Planning to do that today

Just a ping that the B-F PR is likely to be merged for 7.1.0 after which it won't be possible to release OMERO until this PR has been integrated.
