Add support for OOBase in MXE #13

OOBase supports windows as a first class target.

Hook OOBase into MXE.CC and eventually into PKG.MXE.CC

The basically means taking an existing autoools type project e.g. fontconfig and modifying the approprate file in MXE.CC/src/OOBase.mk
