Adding a readme.md file #15

Like there is some good resource on this repo but when one visit this repo, there is no intro about this repo and the way this repo will help them. So,I think having a readme file will help people when they first visit this repo and also help this repo to gain attention. So,I would like to add a readme file to this repo.
