Feature/pypi documentation #31

This PR checks in:

  1. Contribution guidelines on how to release a package
  2. .pypirc.example configuration file

Note The .pypirc.example should be renamed to .pypirc and then place into the $ ~/

@kimenye kindly review this and merge to both develop and master branch if okay

Sorry, for the delay. It looks good. I wanted to to a release and test out the procedure. I can do that now?
