bump ygot to v0.8.0 #97

To keep up with changes in ygot tool and make sure target is consistent when we upgrade onos-config to use ygot v0.8.0, we need to upgrade ygot to use v0.8.0. It is likely some of the current unit tests will fail and the code should be updated accordingly to be consistent with new version of ygot
