完全改了 TorrentDownloadController 的逻辑和 PiecePriorities 的逻辑，还是 put off 到 4.1 吧 另外的 test case 之后再写。

新的 TorrentDownloadController 之后在另一个 pr，此 pr 还是修复 bug
