Can it use the contract status codelist?

Hmm, I'm not sure what other codes we will need. Also, 'terminated' has some issues in the context of contracts, so that codelist might change, whereas we want to keep using the term here. https://github.com/open-contracting/standard/issues/395

I agree with the concerns with the current code list, but I believe that DPS and contracts have similar life cycle and that they can use the same list.

Whatever the contract codelist will be, I think it will fit with DPS.

Okay, we can start with that, and we can always change the list later, as DPS is in an extension.
