Allow values to be absent #15

Allow a user to indicate the dataset as using a single value for a given field. We can then calculate indicators as if the field were set.

[x] .../items/classification/scheme = 'UNSPSC' (observed for DR)
[x] Value/currency (I'm not aware that any publisher omits currency entirely)
[x] awards/status = 'active' (not sure how frequently this field is unset)
[x] bids/details/status = 'active' (not sure how frequently this field is unset)

Noting that I only set a default for item classification scheme and currency on bids, since we don't use other schemes or values in any implemented indicators yet. I've added a note to #29 to check on this when adding indicators.
