Fix the link to the Normative and non-normative content and changes policy document #1626

Currently, that section points to the old copy, but it should point to the new copy.

I think we can just cherry-pick https://github.com/open-contracting/standard/commit/49dd0d86761359271b92ab1aa36082869af69622 and https://github.com/open-contracting/standard/commit/eb36f8f259b7dc52dd2856960a4d346b3ce9bc3a from #1038 in 1.2.
