checks for proper status of the OFEP before merging. Checks for the states: "Approved", "Rejected", "Withdrawn"

Fixes #73

Used regex assumes the fact that any new markdown file added in any PR to the repo in the subsequent future would be an OFEP.

will automatically run for any new/edited ofep pr
